Arvin sleeps on the street

I photographed Arvin in a post below, and Kevin Weir's been texting me from Cebu that he's been getting Arvin a meal every time he sees him - Arvin usually runs around and sleeps on the sidewalk by a local Macdonald's restaurant, and is begging for food most of the time.
Kev reads the blog every day and maybe he can find out why Arvin was abandoned or ran away etc. and why no one seems to be looking after him.
